In 1937 he finished his medical studies with a French medical diploma. Mehl was a member of the French army as an officer from September 1939 to August 1940, but was apolitical and was not a member of the NSDAP. In September 1941 he was hired as an assistant doctor at the children's clinic at the Reichsuniversität Straßburg.
